Project: Snells Water Treatment Plant Upgrade

During the execution planning stage and the drafting of the Procurement Plan, it came highly recommended for me to make use of Water Treatment Engineers NZ Limited and to have Ben Demmer-Knight to assist and manage (represent Watercare) through the design process for both the NEC3 Contract with Filtec for the supply of two AVG filters and a Lamella Clarifier and for the NZS 3916 with Bellcon for the design and Build Contract for the Snells Water Treatment Plant Upgrade.

Various other Watercare Departments also highly recommended Ben (WTE NZ Ltd) to ensure continuity and specific efficiencies throughout the Project lifecycle due to the very tight schedule.

This would include design review along with Hunter H2O from Australia (now owned by Beca) and to supply technical advice to the Project Team.

Ben was engaged through a Short Form Agreement to:

• Act as liaison between the Project Manager and Operations to ensure operations have appropriate technical understanding of upcoming works.
• Provide engineering support to the Project Manager and Contractors for the duration of the project.
• Assist with monitoring the quality of the materials and workmanship delivered by the various Contractors and external designers.
• Optimize current programme of works to ensure efficient project delivery by key project dates.
• Develop methodology for each site including pre-requisites, physical deliverables and documentation deliverables. Align methodology with programme.
• Provide assistance in managing inventory of instruments.
• Co-ordinate with commissioning team during commissioning of each aspect of this Upgrade.
• Assist and be involved with the H&S&W on site.
• Facilitate the development of capitalization spreadsheets.
• Manage and execute the post Construction functioning of the new and old assets to suit the performance requirements by Operations.

Ben delivered his obligations to a very high level of satisfaction and efficiency. His technical knowledge and experience in the water-industry is exceptional, hence his ability to resolve problems and process challenges quickly and effectively. Ben’s understanding of related risks to the various processes at a water treatment plant assisted Watercare’s management team extensively and eventuated in the team finishing this Project in time and under budget. Ben’s opinions and advice have been very reliable. His character and willingness to help leaves him a pleasure to work with.

Ben’s post- construction service was very satisfactory to both Operations and the Project team.
